Avoiding Future Frauds with the Sarbanes-Oxley Act Essay It is clear that the establishment of the Sarbanes-Oxley (SOX) act in 2002 was specific to reducing future financial fraud and imposing criminal penalties for publicly traded companies. What is not clear is whether or not the act has proved to be successful in its implementation and governance. The establishment of the act and subsequent amendments are intended to protect the public from fraud in the financial accounting of publicly traded corporations. In 2002, there were opinions both for and against the effectiveness of SOX. More than a decade later, there are still opinions on both sides of the debate. Criticism of the Sarbanes-Oxley Act The effectiveness of the Sarbanes-Oxley act has been highly criticized since its inception. One of the major contentions is that the Sarbanes-Oxley act has no provisions to differentiate the requirements for small publicly traded businesses from large conglomerates (that lead and often monopolize the marketplace). Publicly traded companies that are small in size may find the costs of compliance prohibitive to the future of their business (Coustan, 2004). Critics of SOX believe that this unnecessarily reduces the number of players in a competitive marketplace. The cost of compliance can be excessive for some smaller companies. Auditing expenses cause companies to seek private investment and become privately owned (San Antonio Express-News, 2007). Ten years ago, critics expressed â€Å"fears that small, publicly listed companies might not meet internal control reporting requirements without substantial additional expense; some may have to delist because of it. It could mean only larger companies will go public† (Coustan, 2004, p. 1). In recent years, this debate continues. Critics still express concerns â€Å"that Sarbanes-Oxley is overreaching and has placed unnecessary  restrictions on corporations that have and will continue to unduly inhibit corporate performance until they are removed† (Brite, 2013). Another major contention of critics is that the costs of compliance for outweigh the benefits in an international marketplace. Those against SOX feel that the costs outweigh the benefits and speak out in public forums stating that the â€Å"Sarbanes-Oxley has burdened the US financial market with costly rules and regulations that have reduced international competitiveness† (debate.org, 2014). There are those that openly share the opinion that the implementations of regulatory overkill through the 2002 Sarbanes-Oxley act â€Å"wrongfully make the innocent suffer for the guilty† (Gilmore, 2013). The reporting requirements of SOX are specific to businesses in the United States. Unlike American business, international business does not have the same requirements. â€Å"Regulatory compliance opposes economic costs on organizations and can affect their competitive advantage† (Srinivasan, 2014, p. 44). Increasing the cost for American business decreases competitive advantage in the worldwide marketplace. In addition to cost and competitive advantage, the structure of the bill has also been called into question. The Court of Appeals recently found difficulty with the wording of the amended 18 USC, citing that â€Å"paragraph (b) of the statute includes the word â€Å"knowingly† while paragraph (c) does not† (Bishop, 2013). The opinions of the Court of Appeals lends to the public opinion expressed in published CPA perspectives that â€Å"SOX was a hastily assembled bill† (Moran, 2013). Involved and cumbersome requirements cause confusion and frustration for companies attempting to comply with the Sarbanes-Oxley act even more than a decade after its implementation. Companies and lawmakers alike have had difficulty over the years with the interpretation of and compliance with the act. â€Å"SOX brought about many changes to the way public companies had to operate, and there was some question as to how these would stand up over time† (Moran, 2013). Positive Aspects of the Sarbanes-Oxley Act Despite complaints by critics, there are positive aspects of the Sarbanes-Oxley act that have withstood the test of time. Initial reactions have softened after smaller businesses were granted some relief in later amendments of the act. Larger businesses found that compliance with the act  increased investor confidence and contributions. In addition, the resultant increase in financial transparency has improved business relationships on many levels. First and foremost, there are many of the opinion that the enactment of the Sarbanes-Oxley act increased investor confidence and protection in the marketplace. â€Å"Does Sarbanes-Oxley prevent all bad actors from defrauding investors? No law could accomplish that. But it can and has deterred such activity† (Gillian, 2012, p. 1). Those in support of the Sarbanes-Oxley act agree that there is a positive side for investors and the businesses in which they invest. â€Å"A 2005 survey by the Financial Executives Research Foundation f ound that 83 percent of large company CFOs agreed that SOX had increased investor confidence, with 33 percent agreeing that it had reduced fraud† (Hanna, 2014, p. 2). With an increase in confidence and a perceived reduction of fraud, investors could more confidently make intelligent business decisions on the purchase and sale of publicly traded companies. Those on the positive side of the SOX act believe that the effects on small business have softened. Studies show that as companies become more accustomed to the costs of compliance, the expense decreases (San Antonio Express-News, 2007). In addition, the effects on smaller companies were ultimately deferred. â€Å"Audit standards also were modified in 2007, a change that reportedly reduced costs for many firms by 25 percent or more per year† (Hanna, 2014, p. 1). Although the costs of compliance decrease retained earnings, investors are more confident in the reliability of company reports (Gillian, 2012). â€Å"The cost of being a publicly traded company did cause some firms to go private, but research shows these were primarily organizations that were smaller, less liquid, and more fraud-prone† (Hanna, 2014, p. 1). These modifications of the act allowed more small businesses to remain competitive in the marketplace. Business relationships have also improved with increased transparency. The reduction of information asymmetry is a direct benefit to both the company and the investors. â€Å"Information asymmetry is a situation in which one party in a transaction has more or superior information compared to another† (Brite, 2013, p. 1). Periodic testing of internal controls required by SOX 404, increases transparency among internal and external stakeholders of the business. The American Institute of CPAs states on their website that â€Å"section 404B has led to improve financial reporting and greater  transparency† (American Institute of CPAs, 2006 – 2014). Conclusion and Opinion To evaluate the effectiveness of SOX in preventing future frauds, one must take into consideration the many different situations in which the legislation is applicable. Enactment of the Sarbanes-Oxley act increases corporate responsibility and sets restrictions on auditor services. This certainly reduces the potential for fraud; however it does not eliminate it. From a business perspective, compliance is beneficial. The costs of implementing the requirements may be high; however the benefit of increased investor confidence in a publicly traded environment is higher. There are going to be situations in which fraud is inevitable. Fraudulent wrongdoers and companies will find loopholes and the recent Court of Appeals case is evidence of that fact. On the other hand, Fill (2009) defined Marketing communications as a management process through which an organization engages with its various audiences (p. 54). According to Fill (2009), the use of the word integrated refers to the use of various strategies in marketing communications. What is marketing communication audit A marketing communication audit involves the research of how successful are the companys internal and external communications (Thomas, 2008) to enhance the performance of the organization by identifying weaknesses and ways to improve it. Brief description of the company: Louis Vuitton History of the company Louis Vuitton (LV) is a luxury brand which was founded by Louis Vuitton in 1854 in Paris (Diniz, 2009). From then onwards, it has grown to become one of the most well known luxury brands in the world. Today, its product line includes luggages, bags, watches, shoes, jewelleries, and many more items (Diniz, 2009). Strength of the brand Husic and Cicic (2009) claimed that the customers of today have more disposable income, making them more attracted to luxury products. This claim is supported by Kapferer (2012) who agreed, saying that the performance of LV has shown promising growth. Apparently, the company seems to have a lot of potential for further development. The brand also has its own loyal customer base. These customers make decisions to buy the products of the company through a decision-making process which in theory is called the Consumer Decision Process Model shown below. This can lead to a serious problem for LV if its customers are affected. On the contrary, a study by Nunes, Drà ¨ze and Young (2011) revealed the opposite, showing improvements in LVs performance in the face of recession. This can be attributed to the companys effective marketing communication strategies. Context analysis Internal Factors Company analysis LV has built an international reputation for outstanding quality, creativity and craftsmanship in the duration of five generations (Fujiwara, 2007, p. 1). Maintaining the authenticity of the past while at the same time forecasting the future has been pivotal in the company values (Fujiwara, 2007). Today, the brand has outlets all over the world (Kapferer, 2012). Product analysis LV products include handbags, luggages, purses, jewelleries, and others. The issue here is the vulnerability of its products to counterfeits. Almost 99 percent are counterfeits (OFlaherty, 2008). Thus, the company has taken several steps to curb this problem by implementing the Principle to Eliminate Counterfeiting which includes distribution of warning notices and registration of trademarks (Shiganawa, 2008). However, these strategies are not always successful because the root problems are not tackled. External Factors Environmental factors Delpal (2011) reported an increase from 72 billion euros in 1994 to 168 billion euros in 2010 in luxury goods sales, making the yearly growth 5 percent on average. The growth of the luxury market has led to the entrance of many luxury fashion brands, increasing the competition (Kim Ko, 2011). Therefore, LV should design competitive marketing strategies. Competitor analysis LV has many competitors such as Hermà ¨s, Dior, and Gucci. Hermà ¨s expanded its operations by employing more craftsmen and acquiring several companies of French origin (Delpal, 2011). On the other hand, Delpal (2011) reported that Dior, Gucci and Yves Saint Laurent eliminated most license agreements to have better control of its operations. Then, LV launched several production units to keep up with increasing demands (Delpal, 2011). These strategies employed by luxury brands show that the companies sometimes do replicate the marketing strategies of its competitors competitively. Objective / Goal of the company The goal LV is to be the undisputed leader of the luxury goods sector (LVMH Codes of Conduct, 2010, p. 5). This objective is backed up by the values shared by the company employees: (a) Innovation and creativity: because our future success will come from the renewal of our product offering while respecting the roots of our Houses. (b)Excellence of products and services: because we embody what is most noble and accomplished in the artisan world. (c)Brand image enhancement: because our brands represent an extraordinary asset, a source of dreams and ambitions. What is the need for organizational objectives? Yip (2007) mentioned that it provides a sense of direction and focus, maximizing the potential for long term success. What is the promotional objective and strategies of the company? The general promotional objective of the companies is to build a luxury brand image so that the brand is associated with luxury among its customers (LVMH Codes of Conduct, 2010). What is the relationship of corporate strategy and promotional objective The promotional strategy is closely related to the corporate strategy of LV because it is derived from the overall objective of the company which is to become the leading luxury goods company. The company utilizes the SMART (Specific, Measurable, Achievable, Realistic and Timely) (Yip, 2007) guidelines to create its five core values. Budget and other resources Finocchiaro (2010) reported that the company increased its total advertising expenditure in 2010 by 57 percent from 2009 to 2010. This major increase may be attributed to a rebound from the bad economic conditions in 2009. It was also mentioned that in 2010, from the month of January to June, $ 22 million was allocated for advertising, compared to $ 14 million of the last year (Finocchiaro, 2010). This is a promising development in keeping up with the competitive environment. What are the differences between sales and communication-based objectives? Sales based objectives are more concerned with the bottom line of the company and short term profits of the company whereas communication based objectives focus on building a favorable image of the company (Berman Evans, 2010; Kotler Armstrong, 2008). Message Strategy of the company LV utilizes newspapers and magazines to display image ads as a pull strategy rather than aggressive ads which uses the push strategy to attracts customers (Shiganawa, 2008). Accordingly, LV has a principle of avoiding mass advertising such as television commercials to build its image as a luxury good (Shiganawa, 2008). Target Audiences What is the target market According to Diniz (2009), the target market of LV is males and females between the ages 30 to 50 years old, with income of  £35, 000 or more. The company also targets graduates and professionals with sense of self worth and novelty seekers (Diniz, 2009, target segmentation). Plus, the company focuses on people who value luxury brands as a symbol of status as well as those who respond to peer pressure (Nunes, Drà ¨ze Young, 2011). Consequently, the feedback of these customers is important in order to evaluate the effectiveness of marketing efforts towards one of the most important goals which is customer satisfaction. What is the feedback from customers The figure below shows the least things that customers like about shopping at LV based on a survey of 2,318 respondents from all over the world (Lee, 2009). From the figure, service is seen as the least thing customers like about the brand while the second least liked attribute is the price-value relationship. The survey also outlined several interviews with the customers of LV to obtain their feedbacks. Lee (2009) said that the brand focuses its promotional activities and services towards people who seem to embody the target market of the brand, which are people with high social status. Although this is a differentiation strategy w hich may benefit the company, it may have adverse effects in the long run if the company does not recognize that they have diverse clientele from various backgrounds, not necessarily high status. This may be because today, people who are average in terms of income level has changing needs and is moving more towards satisfying their wants for status rather than physiological needs. Marketing communication The aim of marketing communication (Brief) and role The aim of marketing communications is to engage the target audience in terms of processing rational information or emotional information (Fill, 2009). Dion and Arnould (2011) said that LV is more concerned with the emotional aspects of consumption, due to its association with luxury goods. However, Fill (2009) suggested that there should be a balance between both elements (rational and emotional) rather than focusing on solely one need. The promotion tools For LV, the focus of the promotional tools is more towards enhancing the brand image rather than directly generating sales. Advertising LV does not use mass advertising to create sales volume (Shiganawa, 2008). In fact, the company does not advertise in television commercials, which is one of the common ways of advertising. Television commercials are considered mass advertising. On the other hand, the company also uses magazines to display image ads. Sales promotion Sales promotions are focused on creating value for money which involves tools such as coupons, deals, discounts and other means which create quick sales (Kotler Armstrong, 2008). In terms of combating counterfeit products, the company should reinforce the Principles Prohibiting Appraisal of Authenticity more strictly and adhere to the rules set by the companies themselves. Conclusion The LV company has a differentiated promotion strategy and is more selective in the way it conducts marketing activities such as ad placement, pricing, and others. This is important to build an exclusive brand image in line with its aim to become the leading luxury brand in the market. The company also avoids mass advertising to a certain extent and mainly aims to advertize to its target audience. However, the company still maintains good public relations through its socially responsible strategies. With numerous items, multiple containers and possibly different arrivals of these items a check list would make the process easier. A database system is one option that could be used in this situation, or if one would be more comfortable with a spreadsheet. We all know that a database is a â€Å"self-describing collection of integrated records† (Kroenke, 2012, p. 101). A data base could be useful whereas you can print different reports, store all the information on the components and equipment for you and others to access whether at the trade show or in the office. A database is meant to collect, filter and report data quickly. The information entered into the database can be used to populate spreadsheets, import and export data between word processing and excel. As well as the ability to create reports that take less time and effort then putting together and manually entering an excel spreadsheet. It will enable you to integrate various departments like procurement, finance, traffic and the trade show team members into the process. Database provides up to date information, and the data is in a consistent format (Kavanagh 2002, 7-11). I would choose to use an enterprise database over a personal database. They both have the same functionality and data modifications, but the enterprise database also has additional networking capabilities. Summitry Analysis and Diplomacy This essay represents the perfect and imperfect world of summitry and it also discusses on how summitry can be integrated as a constructive mode of diplomacy. Summitry has indeed changed the landscape of political interactions between states and political leaders across the globe over the past years. In respect to this, Churchill questioned the crowd during one of the House of Commons meeting in 1953, if there is not at the summit of the nations the wish to win the greatest prize of peace, where can men look for hope? (Churchill cited in Eban, 1983, p. 360). The idea behind Churchills statement is that, it explains on how summitry can be an instrument in getting states actors to gather at one place to discuss on international political issues among them (Dunn, 1996, p. 4). Ideally, summits not only have been used as a tool to break down intense barriers between nation states leaders, but it has also helped state leaders to be more focused in addressing issues of their concerns in the best possible way. Although, in the real world of summitry, this is not always the case. As Plischke argues in Modern Diplomacy: It should not be regarded as an instant elixir for the assuagement of crisesà ¢Ã¢â€š ¬Ã‚ ¦to dissimulate relief from the realities of inter-governmental ailment (1979, p. 186). To begin with, this essay will discuss both on some of the possible strengths and flaws of the different types summits. It also argues on how summitry can be infused as a tool of a constructive means of diplomacy and it will also unearth some factors that could help determine the success of summits. The first part of this essay discusses on how summitry could be a tool in the engagement of public diplomacy and followed by with an insight on how timing is crucial in initiating a summit. Meanwhile, the second part of this essay details on how summitry could provide an opportunity for state leaders to administrate and show their capabilities in winning a summit. The perfect and imperfect world of Summitry Summits are designed in such a way where each and every one of them has various themes and different objectives to be fulfilled. One must be able to segregate the different types of summits and its goals in order to further the understanding on the roles of summits. For instance, bilateral, multilateral, regional and global summits. Now, this boils down to one question, how effective are these summitries in resolving the targeted issues? The answer to this is rather subjective. Since each summit has its different purpose, the measure of success would vary as well and therefore it is difficult to layout the positive and negative aspects of summitry in general (Melissen, 2003, p. 4). For instance, the Yalta summit in 1945 and the Paris Conference of Parties 21 (COP 21) in 2015 are seventy years apart and may have little significant in common. Hence, generalising summits into one big picture would be very difficult. Looking at the different types of summits, the Rio Earth Summit or also known as United Nations Conference on Environment and Development (UNCED) was one of the largest intergovernmental global climate conference ever organised. It was represented by over one hundred and eighty countries and participated by over one hundred states and government leaders across the globes. It was indeed a media magnet event that catches the attention of the news and broadcasters from all over the world (Dunn, 1996, p. 220). This calls for an engagement in public diplomacy for state and government leaders. The purpose of the summit was to synthesise the global economic landscape or development towards a more forward looking context which takes into account on the preservation of the environment (The Editors of Encyclopà ¦dia Britannica, 1998). Dunn also mentioned in Diplomacy at the Highest Level: It was hoped that this serve as a blueprint for how the nations of the world could preserve the environment and achieve sustainable development in the twenty-first century (1996, p. 222). In relation to this, the Rio Earth Summit were seen to be a quite symbolic kind of summitry (Dunn, 1996, p. 249). This is due to the nature of the summit in which it possesses a propaganda value to it that could be either used for good purpose or just for the sake of winning the hearts of the domestic and general audiences through their participation. Not only it was the largest and the most costly climate change summit that was ever held, but it was also attended by hundreds of state leaders from all over the world. Hence, the opportunity to engage in public diplomacy was pretty massive (Palmer, 1992). To put it briefly, attending such an eventful summit was worth every moment of being noticed by the public considering the number of media coverage during that time was enormous. According to Dunn, attending the summit was very much an attestation to these state leaders in showing their relentless commitments towards the preservation of the environment regardless if they did not agree upon the discussed agendas during the meeting. They want to be perceived as a leader who cares about just everything and they wish to give an impression to the general public that they are trying to make some changes (1996, p. 249). This approach is often used as a form of public diplomacy and indeed, it can be considered as a constructive mode of diplomacy. For example, Bush used the opportunity to be seen as a good leader by attending the summit despite of the series of situations that was going on in the US during that time. His hands were tight with different kinds of issues including his upcoming re-election. Hence, to be seen under the limelight were one of the many ways for him to attain more credits from the domestic audiences (Dunn, 1996, p. 233). As stated by Hamilton and Langhorne in The Practice of Diplomacy, air travel and television cameras have made world statesmen of the humblest party hacks (1995, p. 221). Having said that, summit has not only been beneficial for s tate leaders but also for the politicians in hope to enhance their status in the public from meeting all these world leaders. In respect to this, symbolic summits are not just limited to this kind of agenda, but it could also exemplify the relations between nations through summits. To support this statement, as documented by Dunn in Diplomacy at the Highest Level: The handshake on the White House lawn between Yasser Arafat and Yitzhak Rabin in 1993 was equally important as an attempt to symbolize the new era of relations between Israel and the Palestinian people (1996, p. 248). On the other side of this coin, level of preparation process in terms of timing also matters in ensuring the success of a summit. Regardless of its positive strand in the engagement of public diplomacy, Rio Earth Summit was barely a mere success. For instance, Rio Earth Summit was not a perfect timing for countries like the US. Considering that US was perceived to be the paramount actor in this conference, but in the actual fact, the US delegations were really keeping their heads down throughout the meetings (Dunn, 1996, p. 233). How does timing has got anything to do with this? In the case of the US, the countrys economy was going through a recession and as mentioned earlier, President Bush was also due for his nearing re-election. One of his main concerns were also the risk of committing into any agreement on the sustainable developmental programmes that was discussed during the summit. The potential results from agreeing to any agreements from the summit were rather ambiguous as i t could jeopardise the USs employment level even further and also, his fear for losing the trust and his wealthy conservative supporters from both the political parties the US (Dunn, 1996, p. 233). Hence, this explains for the quiet actions from the US delegation at Rio Earth Summit. Therefore, the summit could have been more favourable if the US did not have to hold back due to their situations back home. In addition to this, US was not the only one who were torn in leading the conference, the EC (European Community) could have also done a greater job at it but of all the EC state members, only Germany was set on making an equitably significant amount of commitment towards the agreement. The rest of the other EC state members like Italy and France were on the same boat as the US due to their respective issues in their home countries (Dunn 1996, p. 233). As articulated by Weihmiller, Doder and Newsom in U.S.- Soviet Summits, that, timing of a summit has been seen as one of the criti cal factors in ensuring the success of a summit (1986, p. 98). In retrospect, the issue on timing were noticeably reflected during the Kennedy Khrushchev summit in 1961 at Vienna which severely affected the resolution to the root of the problem. It was too soon to be holding another summit as the Paris summit of the year before that were not settled yet and to top it all, the issues with Berlin previously has lead this summit to a total flop (Weihmiller et al., 1986, p. 99). In this context, when summit is initiated at a wrong time, it could lead to a waste of resources and also, affecting diplomatic relations between state leaders as the subject discussed during the conference remains unresolved. Therefore, it remains debateable to as whether or not if summitry can be an elixir or regarded as an effective mode of diplomacy. On a brighter side, summits could also provide room for state actors or non-state actors to show their capabilities in leading a summit especially on international level that could not be consummated on a lower level (Dunn, 1996, p. 251). This has been seen on some climate change conferences such as the recent Paris Agreement (COP 21), Kyoto Protocol (COP 3) or even Copenhagen Agreement (COP 15) in 2009. The European Union (EU) in particular. The EU has tremendously manifested the world with their pro-climate change leadership. What they are doing is an incontestably positive in attracting other state members to follow their footsteps. As Maljean-Dubois and Wemaera states in their journal, Carbon Climate Law Review, EU has always claimed a climate leadership role in the climate negotiations, leading by example with its ambitious climate policy (2016, p. 3). That said, summitry is not only impactful in terms of public diplomacy, but it is also a constructive method in improving diplo matic relations through positive movements by a bold leader such as the EU. Although to be fair, the United States were one of the first and the most powerful supporters of international climate change and environmental agreements. However, the limelight has shifted to the EU as the major leader in global environmental scene (Kelemen and Vogel, 2009). In light of this, summitry can also give a fair opportunity for leaders from small nations to represent themselves on the highest league table and hence, making them more noticeable in the global diplomatic arena. This was proven when the Small Island Developing states (SIDS) and the Alliance of Small Island States (AOSIS) managed to turn the table at the COP 15 at Copenhagen in 2009 (de à gueda Corneloup and Mol, 2013). Climate change is a threat for small island nations especially those of which nations which are prone to extreme weather conditions. As stated by de à gueda Corneloup and Mol in International Environmental Agreemen ts, The raise of sea temperature threatens marine ecosystems, on which small island populations usually strongly depend (2013, p. 282). The SIDS were able to negotiate through the representative organisation, AOSIS and be heard by the rest of the other state members at COP 15. For instance, considering SIDS state members are seen to be on a weaker side as they have very little power on the international level, structural power of state actors is oft en regarded as a determining factor in any international negotiations (de à gueda Corneloup and Mol, 2013). As disclosed by Ambassador Dessima Williams of Grenada at the COP 15 summit: We went in, AOSIS fought for everything we could come out withà ¢Ã¢â€š ¬Ã‚ ¦as you could see we didnt come out with much (Wasuka cited in de à gueda Corneloup and Mol, 2013, p. 291). To put it briefly, no matter how much effort has been pumped into these summits by these weaker states, level of structural power of state actors is still one of the major determinant in negotiation process on any international summits. Summit: yes or no? What can be concluded based on the arguments above is that, despite of its contestations on the effectiveness and its constructive role in diplomacy, summitry has become an indispensable means of convention both on regional and international level. As Dunn argues in Diplomacy at the highest level: Summitry has evolved considerably in the post-war period. From being an exceptional and therefore high-profile event, summitry has developed to become a frequent and routine instrument of international diplomacy (Dunn, 1996, p. 265). However, one cannot deny that summitry has its substantive risks particularly on how the timing matters in initiating a summit especially involving states from all across the globe. The aim of a summit is not to only discuss on the subject of interests, but also to produce a fair outcome by the end of the meetings. Or else, the effort of organising a summit will be in vain if nothing comes out of it. Hence, it is crucial to take into account timing as one of the important factors during the preparation period. Although to be fair, factors like economic recessions and political instability of other state members are something that is rather inevitable. In this respect, the power position of ones state has also been a major determinant in ensuring the success of reaching the summits objectives. On a lighter note, summitry has been proven to be an effective mechanism for some weaker states to be prominent in the global arena despite for its limited structural power. In addition to this, summitry also has a unique nature that it could be use as tool in promoting public diplomacy especially in a global scale summit. This has been utilised as a best practice by state leaders and diplomats in pursuit of grabbing the attention of the public eye including the media. Especially in an era of free flow of information, state leaders and diplomats find summits to be quite amusing as public opinions matters in todays world of politics. Regardless of the outcome of the summit, these leaders do not walk out of the conference with empty handed. Some walk out of the summit with pride and several accomplishments, but in many instances, most of them walk out with just one thing, a free publicity to themselves. Which how I would like to put it as, free-riding at its best.

Fitzgerald incorporates the eyes into his novel to represent a pair of all seeing, all knowing and judging eyes, which are meant to intimidate. The character of George Wilson believes that the eyes are the eyes of God. "I spoke to her," he muttered, after a long silence. "I told her she might fool me but she couldn't fool God. I took her to the window- " With an effort he got up and walked to the rear window and leaned his face pressed against it, "-and I said 'God knows what you've been doing, everything you've been doing. You may fool me but you can't fool God!' " Standing behind him Michaelis saw with a shock that he was looking at the eyes of Doctor T. J. Eckleburg, which had just emerged pale and enormous from the dissolving night. "God sees everything," repeated Wilson. (p.167) Through Wilson's beliefs Fitzgerald explains that the eyes can see everything including Myrtle's infidelities. Myrtle is a typical person of the 1920's. She has put her own life and interests ahead of everyone else's including her husband's. The eyes of God are frowning down on the 1920's society. But above the grey land and the spasms of bleak dust which drift endlessly over it, you perceive, after a moment, the eyes of Doctor T. J. Eckleburg. The eyes of Doctor T. J. Eckleburg are blue and gigantic-their retinas are one yard high. The look out of no face but, instead, from a pair of enormous yellow spectacles which pass over a non-existent nose...his eyes, dimmed a little by many painless days under sun and rain, brood on over the solemn dumping ground.(p.27-28) Through Fitzgerald's wording in describing the image of Eckleburg's eyes the reader develops a mental image of an omnipotent being who is constantly watching over the land. The reader discerns that the eyes not only see everything but that they eyes are morbidly unhappy.

Technology in the Classroom Technology is everywhere and used in every part of life. Practically every job uses some form of technology. It is important for students to learn how to use technology in order to function in this technology-based country. But it is also extremely important for students to learn using technology. Technology has the capability of opening all students eyes to a world of mathematics that they never before could have even began to imagine or understand. The U.S Department of Education is developing a plan, The National Education Technology Plan, to incorporate technology properly into the classroom. The goal of this plan is to improve student learning and to prepare students for the world we live in today. The Secretary of Education, Rod Paige, feels that ?America?s prosperity in the 21st century rests largely upon the success of our education system to equip citizens with the knowledge and skills needed to thrive in our global economy. As innovation drives economic growth, it is incumbent upon us to explore innovative means of improving learning and instruction. Education is no longer limited to our early years; it is now a life-long pursuit and we need new systems and tools to meet this need. We are barely scratching the surface of technology?s potential to transform the way we learn.? I believe that technology can improve student learning and achievement if used correctly. Technology will help me as a teacher in the future and is helping teachers as they teach now. As technology changes, hopefully I will be able to incorporate new types of technology into my classroom as needed. Students will also become better learners using technology as it is beginning to be more and more incorporated into the classroom.
